Create a Brahmaputra documentation workflow and toolchain

I want to create templates with support in releng tooling for the creation of composite release documents that will contain documentation from multiple Brahmaputra projects.
Templates and a common workflow should be defined for documents including:

Overview document
Configuration guide
User guide

This Epic shall be considered complete when the templates are defined, the workflow has been put to use, and the composite documents are shown to be build successfully.
