Can not access Horizon UI through public IP after the deployment

      Fuel 9.0 Master ZTE-POD3, scenario:
      based on ha_heat_ceilometer_scenario.yaml with vlan support

      Description

      When I finished the deployment, I find that I can not access the Horizon UI through public IP. The response is something like "service unavailable"

      Public IP is accessible through ping. I find that the service ports are on the list through cli:

      ip net exec haproxy netstat -tlnp
      

      Horizon is accessed normally when using the the host's IP address(where the public IP is located). When I switch over the public IP to the another Controller node, the Horizon works correctly. After the switchover, nearly all the "health check" are passed.

      I have happened to this issue several times with different ISO/version.
