Upgrade Airship RC-1 Installer to Airship Treasuremap version 1.8

      Airship treasuremap has released version 1.8 on branch "v1.8-prime", which is on par with the latest downstream Network Cloud.

      Of particular interest to CNTT RI-1, in addition to refresh of all major services/components, it moves from OpenStack Ocata to to Stein release, supports both DPDK and SRIOV, and Ceph bluestore backend, k8s version upgrade, and Ubuntu 18.04.
