Action item from Barometer meeting on March 10th.

There's missing documentation in the collectd wiki. We have lots of info in the barometer wiki on configuration and testing of collectd plugins.

These should be moved to collectd wiki as much as possible to help with testcase development and testing at release time so people can verify that various plugins are working as expected.
