In case, that sriov is enabled and short NIC PCI ID (without domain part) is used, then VSPERF execution will fail.

e.g. WHITELIST_NICS = ['05:00.0|vf0']

The problem is with the order of PCI ID handling. PCI IDs should be checked (and expanded if necessary) before SRIOV is being enabled.
